Apply to change over your license to a UAE one at one of the RTA branches
You must take your current driver’s license
A legal translation if your license is not in Arabic or English
Complete an electronic eye-test
Costs of a new driver’s license:
The Dubai driver’s license costs may vary between AED 4,500 and AED 7,000, if you pass the final road test on the first attempt.

To get a new driving license, a citizen or resident must apply to a registered driving institute to attend driving training, classes and pass all tests if required.
Required documents and procedures
Documents required to open a traffic file include:
Copy of passport and residence visa page
Copy and original emirates ID card
2 recent photographs
Eye test report
No objection letter from the sponsor (if required by the related traffic department)
Procedures followed to learn car driving includes:
Opening a traffic file in one of the registered driving centers in the related emirate
Conducting an eye test at any center approved by the traffic department
Completing all required driving classes
Passing all tests set by the related traffic department
Obtaining the driving license from the traffic authority.
